Three organizations. Three different approaches to AI rollout: permissive policy, heavy guidance, and no guidance at all. Identical employee experience: tentative use, invisible use, or no use. When AI adoption stalls, the instinct is to add policy. That's almost always the wrong move.
When results stall, the default response is "work harder" — more activity, more meetings, more effort. But in most leadership environments, the constraint isn't effort. It's judgment. And no amount of added activity will compensate for poor decisions about where to direct it.
